The challenge

Modernization and closer relationships

 

The Spanish Senate needed to enhance the communication and transparency of the work carried out by Senators, Parliamentary Groups and Bodies of the Chamber through its website. To do this, they needed to:

  1. To offer reliable, exhaustive, and updated information on the activities and functions carried out in the Chamber, guaranteeing the quality, interoperability, and reuse of the data.
  2. To bring the institution closer to citizens, presenting the activity of the Senate in an understandable and attractive way, as well as to facilitate access to the services that the Chamber makes available to them.
  3. To facilitate citizen participation, through communication channels such as (blog, Social Media, personal pages, and forms for sending messages to senators and committees) that senators and parliamentary groups deem appropriate to activate and maintain.

Until now, the lack of homogeneity on the website and the technological gap that we found in comparison with other portals, added to the lack of interaction through Social Media or Web 2.0 features, turned the platform of this institution into an unnavigable labyrinth.

How we did it

A complex solution, a simple navigation.

 

After analysing the digital needs of this institution, we proposed a solution based on the Oracle UCM content management software, but also including two sets of programs: JSP’s (Java J2EE), developed by VASS, and PL / SQL packages, developed by the Senate, to access the information stored in its databases.

A complex digital solution that structures the information in four large blocks: Parliamentary activity, composition and organization, getting to know  the Senate and relations with citizens, which can be navigated from the home page, with an abundance of graphic elements and a simple navigation structure, only possible thanks to the great coordination between the two jobs performed by the successful bidder and the Senate technicians.

A resounding success from the development of the website to the installation of the platform that supports it, which from the first day was able to support 65,000 visits, with access to 270,000 pages and that, once the necessary initial adjustments were made, demonstrating the reliability of the infrastructure that was proposed and thanks to which:

  • The use of UCM (Oracle WebCenter) has allowed the civil servants of the various departments of the Senate to be able to keep the contents of the Website updated, thus decentralizing their updating process, and achieving greater dynamism when informing citizens.
  • It has been possible to involve all departments that provide information to citizens so that they can contribute their own content in a way that is consistent with the new design.
